Windows XP Timing

I have got Win XP on a Gagabyte 60XT motherboard with PIII 866, 30 GB H/disk and 256 RAM. The problem is when it starts up (after I enter the password) and goes in to windows I cannot do any thing for 4-5 minutes. The mouse moves around but I cannotstart an appliaction. After 4 minutes or so every thing starts working perfectly fine. Whatever I clicked in those 4 minutes then starts. Nothing is in the startup group, and I have tried a reinstall. Please help
