Windows95: Error Starting Program

When starting Windows95 I got the following error message: The COMCTL32.dll file cannot start. Check the file to determine the problem. I have tried: 1. Reinstalling Windows 2. Downloading a COMCTL32.dll file and installing it

I still get the same error message when starting Windows.
