Windows98

I have a Windows98 Machine that will not shutdown. When I do a shutdown it goes to shutdown and the windows splashscreen displays and a 3 inch bar scrolls from the bottom of the screen to the top the rest is black and then it just reboots, I have tried a patch from microsoft but this did nothing. I disabled fast shutdown as well and nothing seems to work sofar, looking for suggestions as I am running out of Ideas. It worked fine when I got it, I only Loaded Quickbooks and Norton on this computer. Norton is not causing this either.
