Windows98 crash after MSOffice install

I have a pentium 200MMX compaq with 32 MB of RAM.I reformatted the pc and loaded win98SE after the install, i loaded all the necessary protocols to connect to our network. Loaded the necessary software that user will be using and the final stepped that i did was to load MS Office 2000 SBE. After finishing the install, it had asked me to restart which i did and then a message came back that it has a “problem loading Explorer.exe” and that i need to re-install windows which i did and did the samesteps over again only to get the same message. the third time installing windows, i left it at that but at some point i will have to install MS Office 2000 in that machine. does anybody know why this is happening?
