Windows98 reboots at shutdonw

I am not running windows98 only.

Everytime I shut down my computer using the Start botton It begings to shutdown then reboot. I have even gone so far as to restore my computer to original settings using the provided manufacturers CDs.

I searched microsoft and they tell me the problem applies to Novell Netware Client version 4.10 – which I am not running.
The cause is VNETWARE.386 version 2.04 which calls INT21 on system exit. I did a search for VNETWARE.386 and it is not installed on my computer.
