Windows98 WON’T SHUT DOWN

After removing windows 95 and installing win98. The computer won’t be able to shut down. Even when installing new programs and the program stated that it would reboot the system, the system won’t be able to shutdown. I have to manually power downthe system.

Any idea what causes this and how to fix this problem?
