Windoww root\system32\hal.dll missing by XP

I’ve got 2 Haddisk: the first one is the ME operating system (I’ve disable this, b’cause of XP). The second one is partitioned and has the XP operating system.
Windows XP couldn’t start because of the file ‘Window\system32\hal.dll’

I have try to copy the dll file, but i found out, the XP operating system isnt C:\ it is F:\
so i try to copy that in ‘F:\windows\system32′
but it says: F:\ is not ready to read’ I can’t see the details of it also.

what can I do? Please can anybody tell me step by step? THanks very very much!
