WindXP mouse quits after switching users

On a new install of Windows XP home, on a new pc, the serial mouse will quit working if you use the function of user switching.
Example: the first user logs on. Does whatever, and another user says they need to use it. Ok so the first switches to second users profile. Everything works. As soon as the second user switches back or simply logs off, the mouse quits working.
