winlogon help

I am trying to add a shutdown button to the win98 logon authentication dialog box, does anyone know how to do this? I know on win2k,winnt winlogon uses the msgina.dll which contains the dialog box, which dll file on win98 contains the dialog box mentioned above, and can it be edited?
