WinLogon.exe-applic error on SP3

I was doing a SP3 install on my Dell Laptop. During the SP3 install I got an error and the laptop rebooted..never finished the install.

It now won’t log-on. I don’t even get to any log-in screen. I get a WinLogon.exe application error and it hangs up with the blue screen.

The application error says The exception Privileged instruction (0x0000096) occurred in the application at location 0x00076aa0.
