WinME Pauses on bootup

I have WinMe installed on a home made system. Sometimes, not always, it seems to pause when I turn the machine on. When I look at the task manager, it tells me that Exlporer.exe is not responding. Almost always, if I wait, it will come on eventually, but with a pause as long as 30 seconds. Any idea what is causing this? Thanks!
