WinME puts windowed app into system tray

I have a client who reports that he is using Windows ME and Quicken 2000. Whenever he trys to change Quicken from a full screen window into a sizable program window, instead the program collapses down to an icon into the system tray. He also says that this recently started happening on another machine running WinNT. I’ve tried searching on both MS knowledge base and Intuit’s website and can find no other information. Can anyone help? Thanks
