WINS error

I am trying to set up a WINS server running W2K. I keep getting the error in the system event log “Event ID 4204, WINS could not read from the User Datagram Protocal”. I have searched everywhere I can think of for info on this problem to no avail. Any ideas what I may be doing wrong?
