Wins issue

I have been trying to stop wins because the server it was replicating to was removed from the network and the wins is taking 90% of the CPU. when I try to stop it from the service it keeps giving me error. When i see it from windows diagnostic it says stop pending but it still takes all the CPU. Is there anyway to stop it so that it?The system is NT 4.0.
