Wins server

I have a wins server set up which works for my userers located within the lan ip addresses ex :11.1.1.0 – 11.1.1. 99, I also have 5 other branches connected through frame relay which the wins server does not work with for ex : 11.1.2.0 – 11.1.0.99 and 11.1.5.0 -11.1.5.99 any reason or ideas as to how to fix or what to look for would be very helpfull
