WINS Service problem

There’re 2 NT4 servers. In WINS manager, Server A can see Server B, but in Server B, try to connect Server A, says “The WINS is not runing on the target machine, or the taget machine is not accessible”. In fact, WINS running on Server A. I run the replication, but no use. Do you have idea?
