Winsock Error: Address already in use.

I had been making some changes to our FTP site using MMC. After making the changes, I stoped the service and then started the service when I recieved the follow error message – “Winsock Error: Address already is use”. We also run Wingate proxy server on the same computer, so I stoped the FTP Service on Wingate and went back to try and start the FTP service again in IIS using MMC. That failed again. Currently there are no other programs using port 21, yet I still get the same error. I’m sure I’m missing something simple. If anyone has any ideas, I would sure appreciate it.
