Winsrv.dll

PC will not boot. Error is as below
STOP: C000135 ( Unable to locate DLL)
The dynamic link library WINSRV could not be found
in the specified default load path.

This has come up before and the only way I could get the system up and running wasto rebuild the machine. Is there an easier way ?.
