winsrv.dll error –> Blue screen of d

We have some machines that exhibit the following behavior and others that don’t, Windows NT workstations goes into infinite reboot. The error on the blue screen of death is as follows:

The Dynamic link Library winsrv could not be found in the specified default load path.

I understand the registry could be corrupt, any suggestions on a repair without having to reimage their workstation.
