WINS:User Datagram Protocol socket error

On a Windows 2000 server (all SP’s and patches applied), getting the following error in Event Viewer:

WINS could not read from the User Datagram Protocol (UDP) Socket.

The Microsoft knowledge base on this says only to check to be sure you have the TCP/IP protocol enabled (DUH) which if course it is. Another entry says simply that “WINS was unable to receive a name packet” and gives the same directions for checking that TCP/IP is present. A Google search shows these and one other instance, in which two NICs are being used, which is not the case here. Any suggestions?
