wipd.exe

What is wipd.exe? I get an error message that this file is necessary to load software. I cannot load software directly, but only by double-clicking on a file associated with that program. I can get into windows explorer by right-clicking on my computer, but not by other ways. This was after a virus problem- Yaha.F, Bugbear, Hooker.trojan. Cant install anything including Antivirus, So I fitted the hard disk on the secondary IDE cable of a system with the latest Norton AV, and scanned in safemode, then normal mode. Deleted the items from Quarantine, but I had to delete wipd.exe, as it was infected with Yaha.F. Is this still a virus problem, or do I just reinstall Windows?
