Word 97 macro error 5981

Ever since I received windows 2000 on my new computer, I’ve been getting the following error in word 97 when trying to add a fax template. The error is “Run time error 5981, could not open macro storage”. If I log on as the computer administrator,I have no problem, but when someone else logs onto my computer with their username and no administrative rights, they get the error message. I already tried renaming the “normal.dot” file and it didn’t fix the problem. I’ve tried everything that technet suggested. But nothing seems to be working. Can you help me?
