wpbi error in excel

It says it is an addin but I have checked this and adding all the wpbi addin’s doesn’t help. This doesn’t happen when you open a new excel worksheet but once you create a sheet it pops up as soon as you open the worksheet. This doesn’t happen when the user is logged on the network, only when logged in off line. Using windows 2000 operating system with office XP.
