www site has german message

i have a laptop running win 98 and when i access my company web page i get 1 line in german message: “Willkommen Dieses Angebot befindet sich zur Zeit im Aufbau!” what is this and what does it mean? i can access my web page from my desktop without any problems, as well all our workstations with no problems, just laptop. any suggestions?
