xhtml strict dtd ..<applet> and &l

I am using xhtml 1.0 with the strict dtd. is the original entry. I am trying to code the correct equivalent that works in both IE 5.x and Netscape 4.x. The following: works fine in Netscape but IE shows up as a broken image … help!!!
