XP only saving, not opening web download

When clicking on a download link (.doc) on a web site and the window asks whether I want to open or save, I click “open” it doesn?t open, it opens the window to save it. It used to do either open or save; it seems somehow a setting was modified (perhaps by a patch?) Where can I change the choice to offer both open and save? Thanks
