XP Pro unable to boot!

Client says that upon reaching Windows splash screen on Dell laptop, the system begins a rebooting cycle. I am thinking it has lost startup files.
Can someone quide me through this? I know that I need to reinstall from DOS prompt. What is procedure? I am not sure if install disks are available.
