xp reload – recovery

I had to reload xp pro as the recovery file was bad. It reloaded ok but when it went to reboot it just sits the stating that it’s restarting please wait. It never does, the only way I can get it to start it to run msconfig and shut everything off, it will also boot in safe mode with or without network, but if network is picked it will not connect – can’t even find or ping. Any ideas as to best way to try and recover. right now in safe all appication are there and work except network access.
