XP Retstart

Can any answer this.
I have a dual boot machine. Win98,(Don’t ask) and Windows XP.
Windows 98 is quite happy “Restarting” the PC if asked, but XP always turns the machine off, regards of selecting Restart or Shutdown…
Some people have already suggested turning off the APM, but that doesn”t make any difference!
