XP – Taskbar disappears

I attempted to make the taskbar 2 rows in width and the lock it. Now, each time I shut down and/or restart it disappears completely and I have to drag it back into existence. It also now does it with both a single or double row taskbar. Any ideas? Locking and unlocking the taskbar doesn’t seem to work but for the current session.
