XP virus issue

When I open XP, the windows installer wants to install a language package. Then a bunch of windows pop up that are all in Chinese or some Asian language. The PC will boot normally but will crash every time when trying to get into safe mode. Has anyone seen this one?? It’s a pain in my rear!!
