2 locations working from 1 server?

My customer has 2 locations less then 5miles apart. They want to implament a server based network connecting both. Begining stage, no service or hardware bought yet. Each location currently has 7 to 10 Desktops running w98. Their only requirements are Network Access to the MS Access 97 Database, E-mail & Internet Access. They would like to add an est 5 to 8 Terminals strictly for Internet Access & E-mail at both locations w/o multimedia opts.
1. Service for connection DSL or ISDN?
2. Servers-Size, NOS, # required?
3. Win 2000 Server edition?
4. Network Hardware for service?
This is for a non-profit org in San Francisco for parents of handi-capped children. Cost is an issue, requirements are average for performance. Looking at the IBM240 X-series server tower, Any recommended Terminals? Cisco will likely be the network equipment manufacture. Just not sure on the overall compatability of network. Would like to keep in the 10,000.00 range.
