2 nics, tcp only works on one

I have 2 nics installed on my system runing Win98SE, a 3com and a Realtek. The problem is that tcp/ip only works under one card, (though it is bound to both and shows up under both in the network properties) yet ipx works fine under both nics. If either nic is removed and tcp re-installed it will work fine with the remaining card. Any possible solutions?
