2 Questions about TCP/IP and WIN NT 4.0

Right now we are an NT 4.0 IPX network. We are relocating to a new building, purchasing more servers and hubs as we upgrade our network. We want to go to an all TCP/IP network. I know we need a DHCP server, is a WINS server REQUIRED though (yes we use Internet access)? Also how does the licensing work – If a NT Server is set up as a Wins server or a DHCP does that mean I need client licenses for them?
