20 gigs to big

Good day people,I have a fast one,(question).What is needed,memory,power supply,motherboard,and cpu,for using a 20 gig harddrive.Minimum power requirements.Can a 133mhz cpu be used.This would be to access info on my hard drive I am tring to get my info from.A 550 mhz cpu was used to put the info on.Unfortunatly the power supply of the 550 mhz computer blow up.
