2000 Server licensing issues

I recently installed a 2000 server in a novell network. The 2000 svr has 50 cals installed in per server mode. On the lan I have about 21 users and about 5 remote users. I get message in the event log stating that license usage for product smbserver5.0 is nearing the maximum number of per-sever licenses. On the server I have innoculateit and veritas bu exec installed which I believe uses 1 cal each. How do I fix the problem?
