4119 Error installing dotnetfx.exe

I currently have a pc with Winxp SP1 that will not install the .NET Framework. Everytime I try it falls over with the following error:
4119: Error installing Microsoft(R).Net Framework.
I have ran msconfig and disabled all in the startup. When I have tried to go to the Windows Update website it will go to the screen to load the app to state which updates are required and then either IExplore or Explorer will fall over with a memory fault.
Outside of reinstalling the OS or doing a restore any ideas of the cause and a solution.
