Please help!

Does anybody here knows a program where can we do online employee rating (5 star rating) base on their performance which can be manage and scored by the people involved in our circle of company?

The program should be manageable via, Microsoft or Apple OS and via mobile apps like android and ios and if possible via google drive too.
