A Network with poor signal strength

How can the bandwidth speed of a network be optimized. If for instance, a firm’s network was initially at 80kBps and later dropped to 56kBps. then after some days it came to 76kBps. As a Network Administrator or Network Engineer, how he diagnose this instability
