Access 2 vs Access 2000 security

Could anyone tell me how Access 2000 knows which security file (*.MDW) should be used? I know that in Access 2 the Workgroup Administrator changes a line in the MSACC20.INI file in C:\WINDOWS but I can’t seem to find such a file for Access 2000.Many thanks in advance
