Access 97: Form size

How do I get a form to display with the size that is set in design view? I have created a form that is 5 inches wide and 3 inches high. I would like it to display at exactly that size. However, double-clicking on its icon or opening it in code causes it to fill the entire screen or (if its Pop-up is set to True) to display about 9 inches wide and 6 inches high. What’s the trick to get it to display as designed?
