Access denied to setup trust relationshi

I have one PDC and one server on two seperate domains, both are running Small Business Server. I’m having a hard time to join them. No matter I start with the Trusted Domain or Trusting Domain, it gives me “Access Denied” even I am the administrator. How can I fix this problem?
