Access mail w/attachment disabled

I have a database built in Access XP, packaged using Sagekey for Wise. I have a custom menu and short cut with the “mail w/attachment”. This works fine on several computers… However I have a guy who has Outlook 6 that the mail w/attachment is greyed out on the menu bar and on the shortcut menu. I’ve been looking in the forums for days, but no luck. Does anyone have a clue what’s wrong. Thanks so much for your time and attention.
