access restriced changed

i have a smartphone from china a touch c5 gold i am with t mobile i put my sim card in and got service now i get a pop up that reads access restricted changed i have taken out sim and battery also have done a factory reset also been in touch with t mobile they don’t see any problem on there end. what is the problem
