active directory in w2k3

Hello.
I have installed Active Directory in Win 2003 Server .When i wanto add one user to it’s domain (Example:ARSHAD)I encountered with this message in the end of activities :
Windows cannot set the Password for —– ( Example:a name):The password does not meet the password policy requirements. Check the minimum password length,password complexity and password history requirements.
