ActiveX controls

I have a network where everytime we need to install an ActiveX Control (which is quite often for some of the mortgage lenders we use) my users can’t install it because they don’t have admin rights to their machine. Is there any way (I’ve looked at gpo’s but didn’t see anything) to allow domain users to install ActiveX Controls from all of these lenders? I’m calling one of the lenders now but thought I’d throw this out there.
