Adding user properties to system policy

In the user manager for domains, we can limit the logon hours of a user and no. of workstations a user can logged on. Is there a posibility that those rules/properties can be applied to system policy for Win95 and NT? Does this need another *.adm files? If there is apossibility, what are the step by step direction/configuration/setup to do?
