ADMN-100999 error when trying dcmctl startup

Hi, I hope somebody can help me.
I get ADMN-100999 error when trying dcmctl startup

I have started with dcmctl earlier but for last of the two days I am getting this error while trying to startup Infra Home or Ias Home through dcmctl command.
like this “dcmctl start -o /home/ias/InfraHome”
