after a virus

I scanned with Panda antivirus and Spybot S&D, deleted a load of viruses, then all my shortcuts were disabled. The only thing that works is internet Explorer. Clicking on program shortcuts or progran files in Windows Explorer gives an error message that there is no program associated with that link. Making new shortcuts does not help. Is there a registry fix I can do for this, or I have to back up data and reinstall Windows XP. System restore is disabled or I could have fixed it with that.
