AMD Overdrive broke GPU?

I recently tried to install AMD Overdrive for my Radeon HD 6870 graphics card because it was performing poorly, but when the installation finished I tried to run the program and my computer froze. When I rebooted the computer worked fine for a few seconds and then froze again. The startup sound plays the same bit like it’s stuttering while it’s frozen. I can’t go into safe mode or go into boot options because it skips right past it into windows.
